SYNTAX:  tell [player] [message]

The 'ask' and 'tell' commands are identical, but are both installed
for the grammatical convenience of the player.

These commands let you send a message to a single player on the
mud, whether they are in the room or not.  For high mortals, this
is without cost, but for everybody else, the cost is 5 spell points
per tell.

You cannot send a tell to anybody who is tellblocking you.
